Scott Livingston

President and CEO

Scott Livingston, President and CEOScott is the third generation steward of Horst Engineering. He has worked at the company since 1988 and assumed his current duties in 2001. He earned a Bachelor of Arts in Economics from Boston College in 1995 and completed the Harvard Business School OPM Program in 2003. In addition to family and business, his passions include cycling, running, hiking, kayaking, triathlon, photography, and journalism. He is an Eagle Scout and is active with many conservation and environmental organizations. He serves on several non-profit boards including the Appalachian Mountain Club, and the Connecticut Forest & Park Association. Scott is an active member of the Young Presidents’ Organization (YPO-WPO) and has served in many YPO leadership positions, including Connecticut Chapter Chair and YPO-WPO Family Business Network Chair.

Greg Boucher

Engineering Manager, Horst Engineering
Greg BoucherGreg has worked in various Manufacturing and Engineering positions at Horst Engineering since 1993. With more than 25 years of industry knowledge, he has hands on experience with both production processes and work instruction design. He is a 1983 graduate of Hartford State Technical College, where he earned his A.S. in Manufacturing Engineering. He is an Eagle Scout who enjoys giving back to youth through his long-time association with Boy Scout Troop 92, where he is an Assistant Scoutmaster. He was the 2006 recipient of the Northeast Communities Against Substance Abuse (NECASA) award for youth volunteerism. Greg is an avid outdoorsman; he can often be found hiking, fishing, or hunting in the woods. If not in the woods, you might find him in the garage working on his various vehicles.

James Bowtruczyk

Director of Product & Process Innovation, Horst Engineering

James Bowtruczyk, Vice President of ManufacturingJim is one of Horst Engineering’s most experienced employees. He has been with the company since 1979 and has worked with three generations of the Livingston Family. He is a graduate of Hartford State Technical School. He has extensive manufacturing training in precision machining, CNC programming, and lean enterprise.  Jim leads the company’s safety efforts. He serves as Treasurer and Director of the Connecticut Tooling & Machining Association. Jim’s own upbringing in the metalworking industry has inspired him to work tirelessly in support of our industry. Jim enjoys fishing and golf.

Ramon Cota

Plant Manager, Horst Engineering de Mexico

Ramon CotaRamon is a veteran of the Mexican maquiladora industry and joined Horst Engineering de Mexico in 2008. He is a 1999 graduate of University Instituto Tecnologico de Sonora, where he earned a Bachelor of Science in Electrical Engineering. He has diverse manufacturing experience in computers, electronics, and aerospace. He has a strong background in quality assurance, advanced metrology, and quality management system implementation, including Six Sigma. He is involved with community activities, particularly in his hometown of Ciudad Obregon. Ramon enjoys sports, particularly basketball.

Glen Fournier

Manufacturing Manager, Horst Engineering

Glen FournierGlen joined Horst Engineering in 2013. He is a management professional who has more than 25 years of manufacturing experience in high precision aerospace components. He rose through the ranks from machinist, to foreman, to shop superintendent and brings with hands on skills and expertise to the manufacturing floor. He received his FAA Repairmen’s License in 2008. Over the years Glen has also been trained in various manufacturing practices including Lean Manufacturing, Six Sigma, and Statistical Process Control. In addition to spending time with family and friends, Glen enjoys working outdoors, fixing cars, and playing golf.

Andrew Law

General Manager, Horst Engineering de Mexico

Andrew Law, General Manager of Horst Engineering de MexicoAndy has been living and working in Mexico since 2003, and has been involved in various international manufacturing and sourcing disciplines. He joined Horst Engineering in 2008, and brought along more than 30 years of experience with high precision machining for the aerospace, power generation, and other high technology industries.  He is an avid scuba diver, and a cold-water and blue-water fly fisherman. He is also an avid British motorcycle collector.

Steven Paul

Quality Manager, Horst Engineering

Steven PaulSteve rejoined Horst Engineering in 2013 after previously servicing as our Director of Quality Assurance from 2000-2005. He returns with a wealth of experience from his years at major aerospace and industrial OEM’s. He worked through the ranks, starting as a machinist and progressing through various quality assurance roles including inspector, leadperson, supplier quality representative, supplier quality engineer, and lead auditor. He has valuable expertise on both the customer and supplier sides of the business. He is a past member of Company A, 8th CT Volunteer Regiment (a Civil War reenactment organization) and is very interested in both past history and current events. Active in his church, he has served on the Board of Deacons and Trustees and is currently leading the Men’s Ministry. Outside of his duties at Horst Engineering, he is happiest when in the kitchen, cooking for family and friends.

Arthur Roti

General Manager, Horst Engineering

Arthur Roti, Vice President of OperationsArt joined Horst Engineering in 1997 as a Process Engineer following his graduation from the University of Connecticut in 1995. Along with his Bachelor of Science in Mechanical Engineering from UCONN, in 2006, he earned an MBA from Rensselaer Polytechnic Institute. He has been honored by the Hartford Business Journal as one of the Hartford’s “40 under 40” accomplished people. Art is an avid cyclist and hiker. He is particularly fond of mountain biking, and is past president of the Connecticut Chapter of the New England Mountain Bike Association.

Andris Skulte

Quality Systems Manager, Horst Engineering

Andris SkulteAndris joined Horst Engineering in 2011, and has been involved in the aerospace and nuclear industries since 1997. In 1999 he earned a Bachelor of Science degree from Tufts University in Mechanical Engineering with a minor in Engineering Management. He has extensive experience in CNC manufacturing and metrology. He is passionate about developing a world class quality management system at Horst Engineering. Outside of work, Andris loves activities involving speed; he designed and fabricated a road racing twin turbo Camaro, and he competes in bicycle races and triathlons. He also enjoys flying and is a licensed private pilot.

Rita Zapor

Controller and Director of Human Resources

Rita Zapor, Controller/Human Resources Manager

Rita has been a member of Horst Engineering’s general management team since 2006. She brings a wealth of outside experience in finance and accounting. Rita is a graduate of Central Connecticut State University where she earned her Bachelor of Science degree in Accounting in 1996.  Rita also earned an MBA from Rensselaer Polytechnic Institute in 2003.  She is a Certified Treasury Professional, a designation she earned in 1999. She served as the 2005 President of the Central Connecticut Association for Financial Professionals, an organization in which she held a variety of positions since the year 2000.
